Cloudflare Clef: Open-Weight Decision Models on Workers AI
On October 1, 2026, Cloudflare released Clef and Clef-flash — open-weight decision models on Workers AI under Apache 2.0. Bounded typed choices instead of prose, a vision encoder, 64k context, vendor-reported latency wins over Jev, and a price critics noticed.
Cloudflare ships Clef
On October 1, 2026, Cloudflare published Introducing Clef: our open-source decision models, and new RL fine-tuning platform. The company released two Cloudflare-trained decision models, Clef and Clef-flash, hosted on Workers AI, with weights on Hugging Face under an Apache 2.0 license.

What a decision model is
Cloudflare defines a decision model as a system that makes bounded, typed classifications with probabilities, so surrounding code can route, escalate, or hand a case to a human. You pass state (text or, with Clef, images) and ask fixed questions; you get choices, not essays. That framing matches TypeSafe AI's Jev, which popularized the category weeks earlier.
- Clef: post-trained from Qwen3.8-27B — the precision model.
- Clef-flash: post-trained from Qwen3.5-9B — for latency-critical decisions.
- License: Apache 2.0 weights on Hugging Face.
- Host: Cloudflare Workers AI; fully Jev-API compatible.
How Clef differs from Jev
Cloudflare highlights three differentiators versus Jev: a vision encoder (Jev is text-only today), a 64,000-token context window (versus Jev's 32,000), and vendor-reported leadership on the Jev Decision Index. Both models freeze the Qwen backbone and jointly optimize a routing head with rank-256 LoRA adapters; at inference the backbone does a prefill-only pass, then choices are scored in parallel.
Latency and an internal Threat Intel test
Cloudflare's own measurements (not an independent lab) put median latency at 209.3 ms for Clef and 38.8 ms for Clef-flash, versus 524.1 ms for Jev. Its Threat Intelligence team timed Clef classifying a website domain (fetch, render, classify) at 2.2 seconds, versus 4.7 seconds for gpt-oss-120b, which returned only two classifications for the same input.
The price critics noticed
Traictory summarizes The Register's reporting that Clef sits near $0.24 per million tokens — nearly six times Jev at $0.042. Cloudflare's differentiators are speed and modality; price is not among them. Hacker News arithmetic on ~300 tokens per call put a million decisions at roughly $12.60 on Jev versus ~$72 on Clef.
Treat the scoreboard carefully
Every quality figure in the launch post is self-reported. Cloudflare's table does include rows where Jev wins (notably When2Call), which makes it easier to audit, but community threads on Hacker News and r/LocalLLaMA questioned version choice and public-benchmark gaming. Independent harness runs and production telemetry would settle more than another vendor chart.
RL fine-tuning next
Cloudflare is also debuting a reinforcement-learning fine-tuning product: hands-on help from its forward-deployed engineer (FDE) team first, then a planned self-serve path that uses AI Gateway datasets, Workers AI rollouts, Containers sandboxes, and Bring-Your-Own-Model redeploy on Workers AI.
Why it matters
- Decision models are a real product category now. Agents need cheap, typed choices in the hot path, not another free-form completion.
- Open weights at the edge. Apache 2.0 plus Workers AI is a different packaging bet than a closed API classifier.
- Speed vs cost is the fight. Latency and vision are Cloudflare's pitch; Jev still owns the cheaper token math in press coverage.

How BSH can help
At BSH Technologies we help teams decide where classifiers, decision models, and frontier LLMs belong in agent workflows — routing, escalation, and cost/latency budgets included. If you are evaluating Clef, Jev, or building your own typed decision layer, our Thrissur engineers can turn the briefing into an architecture checklist.
Frequently asked questions
What is Cloudflare Clef?
Clef and Clef-flash are Cloudflare-trained open-weight decision models released October 1, 2026 on Workers AI under Apache 2.0. They return bounded, typed classifications with probabilities instead of free-form text.
How is Clef different from TypeSafe Jev?
Cloudflare cites a vision encoder, a 64k context window (vs Jev's 32k), Jev-API compatibility, and vendor-reported latency wins. Press coverage also notes Clef is priced much higher per million tokens than Jev.
Where can I try Clef?
Hosted on Cloudflare Workers AI, with Apache 2.0 weights on Hugging Face. Cloudflare's developer docs and the Hugging Face model cards are the starting points linked from the Oct 1 blog post.
